The facility was designed to maximize use of the courthouse square while limiting impact to historic surroundings. Working within the challenges of the historic courthouse design, the team provided a new facility with improved security for public and staff during court proceedings.

The building consists of two distinct areas, sheriff’s department, and jail with support areas. The administration and support areas are located in the one story part of the building with the public areas separated from the sheriff's area by an electronically secure entry door. The support area of the building houses the intake, kitchen, laundry, medical office, jail administration functions and inmate visitation.
